Notight’s NoteBoook: Sorting it

It’s a little difficult to solve.

Wait. The government was left without money next week?

I only thought home and the Senate adopted a budget?

When do home and the Senate vote on “the great, beautiful law of President Trump?”

Don’t this apply to the upper border of debt?

I don’t blame you if it’s hard to follow. There are indeed four different questions that Congress catches. So let me try to solve it.

The topic of Trump’s address of Congress has discovered

Let’s first explain the financing of the Government.

The deadline for Congress to avoid extinguishing the Government on Friday, March 14, March 14, March 14th. Another option – which is extremely unrealistic at the moment – is that the home and the Senate pass all 12 annual proposals for the Consumption Act that manages the Government. The home has been approved by several these last year, but the Senate is not in order of none of these bills.

Keep in mind that these are consumption measures for the fiscal year 2025. They came on October 1, so both Democrats and Republicans encountered this effort.

The Congress has finally approved the “lean” package to stop the wear just before Christmas to keep the lights. This was after the adoption of another temporary measure to avoid off of the Government last October – the beginning of the fiscal year 2025.

What does it all mean? Well, for the beginning, the Congress is already engaged in the financing of the Government for the Fiscal Year 2026 – which begins this arrival on October 1. Legislators are trapped on a vicious racing track. This is because it has been a year since the Congress ended up in the accounts on time. Congress did not approve of the final consumption plan for the fiscal year 2024 by April last year, seven months and changes after the deadline.

Speaker of Mike Johnson’s house, R-La and president Donald Trump They signal that they are good with another “long -standing” continuous resolution or CR in Congress. This only renews funding at existing levels through the fall. The Chairman of the Cole House Approval Committee, R-Okla, says he expects the CR’s text over the weekend.

But some conservatives are opposed to all CRS. Military hawks are yet to take away the consequences of CR, but those who support them are mostly hated by the army. Reason? The Pentagon spends about 55% of all the money that Congress annually takes on federal departments and agencies. Thus, CR disproportionately harms the armed forces. No department does not like to act within the CR, because consumption is not increasing, but it is particularly worrying for the military because it enjoys the greatest slice of the federal dollars that Congress has brought.

Government financing is completely separate from what Republicans are homes and Senate prepared at the end of February: budget. Yes, the “budget” may sound like a legislative vehicle to run the Government, but it is not. The “budget” is a general, unimaginating draft that presents potential expenditures for all federal programs. This includes “discretioning” consumption – which the Congress distributes to government management every year – and “mandatory” consumption. These include dollars that the legislators at one point greenery illuminated for Medicare, Medicaid and social insurance. The users of these programs receive help based on qualifications. A large piece of compulsory consumption pie includes interest on debt. Congress does not draft the Law on Change of this Consumption every year, but this could, and the Republicans also observe the reduction.

Keep in mind that the rights and mandatory consumption contain about $ 65% of each dollar consumed by the Government. I used to write about how the Pentagon consumes more than 50% of discretionary consumption. It is a stain compared to what goes out through the door for rights. And that is why it is a challenge for Republicans to reduce consumption – and reduce taxes – without blowing even more holes in an already yawning deficit.

But mechanically, here’s what must happen next.

Home and Senate approved different budget frames. The home plan went through a major reduction in consumption and the renovation of Trump’s tax reduction for 2017. The Senate version was lean – focused on the safety of the border.

Here’s the most important thing I will write in this column.

The only reason for Republicans want to develop a draft budget is that they can bypass the Senate Philibuster when it comes to improving their last legislation. It’s about mathematics. Republicans have only 53 places in Senate. It takes sixty votes to overcome the Philibuster. Although the Republicans could kill the needle and approve the plan with their narrow majority in the home, moving it through the Senate is difficult.

Unless…

They can avoid Filibuster.

Because of this, the Republicans prepared a budget frame in the house and the Senate. Then they have the opportunity to score their final account in the budget reconciliation vehicle and avoid the Filibuster. Otherwise the gig is up.

Still, there are a lot of problems for the GOP.

In order to use budget reconciliation, the home and the Senate must approve the same box. That has not happened yet. Then, through the procedure of the budget reconciliation procedure, the home and the Senate must be aligned at the same proposal of the law.

There is a lot of work ahead of us.

And do not forget that the state shutdown could be holy or delay it all.

That brings us to the debt ceiling.

First, let’s define debt ceiling. This is a highly question of state financing and members of the budgetary frameworks are now working. The border of the debt is simply a threshold of how red ink the federal government can carry at any time. This figure is now about $ 36 trillion. Failure to resolve the boundaries of debt could force shares and bonds.

President Trump tried to get congress Republicans outstanding an increase or suspension of the upper border of the debt to Cr to avoid closing the Government last fall. The President Paddy This Request in Talks for Financing Government at the last moment – although Johnson and others I didn’t hear anything about that request up to two days before the deadline.

It is unclear whether the debt ceiling can be completed to the measure of consumption or attached to another legislation over the next few months. Some Republicans never voted to increase the ceiling of debt. Successful increase in debt limit will probably need the help of Democrats who vote on the floor. The numbers will not succeed in the Republicans in the home. In addition, Democrats would be needed to break the Philibuster on plan, because Republicans have only 53 seats in Senate.

The government technically hit the upper border of the debt in January. But through the mechanism, the Ministry of Finance calls “extraordinary measures”, the Government can delay the actual date of death in a few months. This means that the right deadline for ceiling debt is likely to come in April or May.

So you have here. Four different fiscal questions that Congress face currently: Government financing, “budget” for “reconciliation” process to avoid Filibuster, the agenda of President Trump’s policy, and a race to avoid debt confrontation.

None are directly connected, but still all intertwined. The only thing the Congress has to do is finance the government and fight the debt limit. And Imbroglio over these issues could connect the efforts to complete the budgetary framework and the movement of the president’s agenda of politics.
