It is the latest blow to Newcastle ahead of the finals with Anthony Gordon, who built a good relationship with Hall down the left Flank, also excluded the suspension after being sent against Brighton.
Hall would probably be elected in the first team of England Thomas Tuchel after impressing his first two games of three Lions, against Greece and the Republic of Ireland.
Tuchel appointed his party for qualifying for the World Cup against Albania and Latvia next week.
England has problems with the left back and Luke Shaw was injured and Ben Chilwell was rarely seen for Chelsea before joining Crystal Palace on loan in January.
