The law defines “firearm” to include “any weapon … which will either designed to easily convert to the projectile of the projectile by the action of explosives”, as well as the “frame or primaler of any such weapon.”

The Federal Appellate Court broke up the updated rules, after the legal challenge of the seller and buyers of the sets, but the Ministry of Justice appealed the Supreme Court.
Weapons’ rights groups say that the rule is “unconstitutional and violent”, claiming that ghost kits consist of “non-decorative objects”.
Devices can also be made of 3D printers or from individual parts. It is part of the separate legal challenges in the lower courts.

The ATF Rule requires that unfinished firearms, such as a pistol frame or a long gun, be treated as a finished firearm. These parts must be licensed and must have serial numbers.
The rule also requires a manufacturer to keep background checks before selling these parts, as they have to do for the whole commercial firearm.
