Level 3 suggests that Americans reconsider travel to the country for “serious risks for safety and security”, and level 4 advises everyone to travel to the location.

State department strives several factors when issuing advice, including crime levels, terrorism threats, civic unrest, health problems and the possibility of natural disasters.

Countries may also have tips with multiple levels if some areas are a higher risk of others. Warnings regularly inspect and updates State Department.
