Trump to deploy the military to the border, end Biden’s parole policy in a flurry of executive orders on Day One
EXCLUSIVE: President-elect Trump on Monday will order the deployment of US troops to southern border, gut the Biden-era parole policy and designate international cartels as foreign terrorist organizations — in a series of nearly a dozen executive orders designed to drastically overhaul America’s border and immigration policies.
Fox News has obtained exclusive details on three of the expected 11 executive orders Trump will sign on border security and immigration after he is inaugurated.
In one order, Trump will immediately direct the federal government to proceed with construction of the border wall, which has largely been completed under the Biden administration. The order will also repeal Biden-era parole policies, including the use of CBP One to parole migrants to the U.S., and parole processes for Cubans, Haitians, Nicaraguans and Venezuelans (CHNVs) — which allowed 30,000 nationals to fly in a month and be admitted on parole. Nearly 1.5 million migrants are allowed to enter according to CHNV and CBP One.

The order will also direct government agencies to reestablish Protocols for the Protection of Migrants (MPP)known as the Remain-in-Mexico rule. That Trump-era policy, ended by the Biden administration, required migrants to remain in Mexico during their asylum hearings.
The second order will order the deployment of U.S. troops to the border under the U.S. Northern Command and “direct the military to prioritize our borders and territorial integrity in the strategic planning of its operations.” It will direct the military to prioritize the US border and territorial integrity in strategic planning.
The defense secretary will be required to provide a unified command plan and military resources will be integrated with federal law enforcement and intelligence “to ensure seamless operations and maximum effectiveness,” according to the order’s fact sheet.

“This Executive Order sends a clear message that the United States intends to exercise its sovereignty over its land and borders and that the armed forces have a role to play in protecting our borders,” he told Fox News.
The third order will designate international cartels and organizations, including MS-13 and the bloodthirsty Tren de Aragua, as Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs). The FTO designation enables targeted actions against members, including financial penalties.
Saying the organizations function as quasi-governments in some regions and flood the US with criminals and drugs, the order will declare the groups a national security threat and invoke the International Emergency Economic Powers Act to halt their operations.
The orders will be three of an expected 11 border-related executive orders that Trump is expected to sign on Monday. He is expected to announce some during his inaugural address and others during a signing ceremony at the White House.
This is the clearest sign yet from the new administration that it fully intends to fulfill its core campaign promise of securing the southern border and launching historic mass deportation campaign.

It comes after a multi-year crisis at the southern border that began in 2021 and continued into 2024, slowing after stepped-up action by Mexico and a June Biden executive order that prevented migrants from seeking asylum.

Trump appointed former Immigration and Customs Enforcement (ICE) director Tom Homan as “border czar” to oversee border security and deportation operations. He also nominated South Dakota Gov. Kristi Noem to be the next DHS secretary.
“Border security must remain a top priority,” Noem told the deputies on Friday.
