Executive order President Donald Trump signed Friday will rescind two Biden memos and reinstate the Mexico City policy, which prohibits the use of taxpayer dollars to fund nongovernmental organizations that perform or promote forced abortion or forced sterilization.
The Mexico City policy, initiated by the Reagan administration, has been rescinded by every Democratic president and reinstated by every Republican president since its inception.
During the Biden administration, the Pentagon paid service members travel across national borders for abortionsand Veterans Affairs Medical Centers are allowed to offer abortion counseling and abortion procedures for members of the military and their beneficiaries, Fox News Digital previously reported.

Administration too gave migrants access to abortion detained at the border, offering to transport unaccompanied pregnant children to countries without restrictions on abortion.
The White House said that for nearly five decades, Congress has passed the Hyde Amendment and similar laws every year that prevent federal funding elective abortion“reflecting the longstanding consensus that American taxpayers should not be forced to pay for the practice.”

“However, the previous administration ignored this established, common-sense policy by embedding forced taxpayer funding of elective abortions into a wide variety of federal programs,” the White House said in a statement. “It is the policy of the United States, pursuant to the Hyde Amendment, to stop the coercive use of federal taxpayer dollars to fund or promote elective abortion.”
Biden’s Presidential Memorandum, Protection of women’s health in the country and abroadsigned on January 28, 2021, it says the policy restrictions have negatively impacted women’s reproductive health and undermined US partnerships in global health efforts.

Trump’s order reverses two Biden executive actions that promoted access to abortions and included abortion in the definition of “reproductive health care.”
The text in the new order clarifies that the memorandum “is not intended to and does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any what other people.”
The Center for Reproductive Rights (CRR) told Fox News Digital that the policy will “reduce access to abortion in countries around the world.”
“This far-reaching policy denies funding to health organizations in other countries that provide abortion services or information, even to victims of sexual assault,” CRR said in a statement provided to Fox News Digital. “Many of these critical organizations will likely close or be forced to stop providing or even talking about abortion services as a result.”

CRR representatives also referred to the administration’s Geneva Consensus Declaration on Friday night, which is a joint initiative to “ensure meaningful health and development gains for women; to protect life at all stages; to defend the family as the fundamental unit of society; and to jointly work throughout the UN system to realize these values,” Secretary of State Marco Rubio said in a statement.
CRR called the declaration “an anti-reproductive rights and anti-LGBTQ political statement” that “deliberately misrepresents itself as an official international agreement and attempts to undermine the broad legal basis for reproductive rights as human rights.”
“President Trump’s reinstatement of the Global Rule (GGR) and rejoining the Geneva Consensus are direct attacks on the health and human rights of millions of people around the world,” said Rachana Desai Martin, CRR’s Chief Government and External Relations Officer.

“We saw the devastating effect of GGR during the last Trump administration when contraception and vital reproductive services were cut,” Martin added. “There has been a sharp rise in pregnancy-related deaths, reproductive coercion and gender inequality around the world. Many clinics and health programs have closed, leaving vulnerable populations with nowhere to go for birth control, pregnancy care and other vital health services.”
Live Action, a global human rights movement dedicated to ending abortion, posted on X after the order was signed.

“Mexico City policy ensuring US tax dollars do not fund the international killing of children through abortion has been reinstated by President Trump!” the post said.
Fox News Digital reached out to Planned Parenthood and reproductive health doctors for comment, but did not immediately receive a response.
