BBC News, Nairobi
The President of the Democratic Republic of the Congo Félix Tshiseket will not participate in regional interviews aimed at ending the rebel attack on the key eastern town of Gom, the state media reported.
Kenyan leader William Ruto invited Tshiseeked and his colleague in Rwandi Paul Kagame on a regional summit on Wednesday, while the corpses lay on the streets of Gom after heavy fighting.
Neighboring Rwanda was accused of supporting the M23 Rebel group, which took over most of the city, including its airport.
Kagama did not say whether to participate in the virtual summit, but on Tuesday he expressed his support for a truce after talking to US Secretary of State Marc Rubio.
UN says there is extensive evidence that Rwanda supports M23 but Rwanda denies by giving rebels direct military support
Goma was mostly quiet on Wednesday, with reports on sporadic shooting in some districts.
Residents hiding in safe areas dared to buy food that became more scarce after a day of fighting.
The official news agency, Dr. Cong, said that Tshisheard would not attend the heads of state summit, which Ruto called as president of the East African community (EAC). That didn’t give the reason for his decision.
Since the beginning of the week, the conflicts between the M23 and the army and his allies have left hospitals flooded with victims and bodies on the streets, according to the UN.
Food warehouses and medical supplies have also been robbed, said assistance agencies.
The basic services are not available since the offensive began, electricity, water and the Internet.
Increased anger due to an offensive of the rebels, he led to protesters who were targeting foreign embassies in the capital, Kinshas.
At least 10 embassies were damaged and robbed by protesters who demanded that the international community intervene to end the attack of the rebels, while tightening the grip on Goma.
