The International Cricket Council (ICC) announced the sanction on Tuesday, January 7, after Pakistan were found to have fallen five overs short of the required target, taking into account the time allowed. The governing body said the penalty and points deduction was handed down by Richie Richardson, a member of the Emirates ICC Elite Panel of Match Referees.
The ICC said in a press release on Tuesday: “Pakistan has been fined 25 per cent of its match fee and penalized five ICC Test World Cup points for maintaining a slow over-rate against South Africa in the second Test in Cape Town.”
Under ICC rules, teams are fined five percent of their match fee for each match they fail to complete within the allotted time. In addition, Pakistan lost five World Test Championship points for this offence, based on playing conditions.

The press release further stated: “In accordance with Article 2.22 of the ICC Code of Conduct for Players and Player Support Personnel, which relates to minimum excessive rate offences, players are fined five per cent of their match fee for each over their side the bowl in the given time.
Furthermore, under Article 16.11.2 of the ICC World Test Championship playing conditions, a side is penalized one point for each overshort. Accordingly, five Test World Cup points were deducted from Pakistan’s total points.”
Pakistan captain Shan Masood accepted the punishment and admitted the offence, so there is no need for a formal hearing. The charge was leveled by on-field umpires Kumar Dharmasena and Nitin Menon, along with third umpire Alex Wharf and fourth umpire Stephen Harris.
