According to a lawsuit filed on behalf of Echelbarger’s family on March 13, the decedent lived in a complex just months before it was killed. Two pit bull “ran around the common areas of the reserve, eventually attacking Jo Ann while she was a peaceful gardening.”
“Part of the damage of Jo Anna was an extreme and strong conscious physical and mental pain and suffering she experienced in the moments before, during and after she was abused before her death,” the application described. “Part of that was caught on some of the worst videos he could ever imagine.”

Withers’ dogs were reportedly ordered to leave the community in a court order on September 11, which was not conducted, according to the lawsuit.
Three weeks before Echelbarger’s death, September 27, police were called to see dogs because “Echo and Apollo were swallowed by Adam Withers Cocaine.”

In a statement to Fox News Digital, Rex H. Elliott, a lawyer who represented Echelbarger’s family, accused the housing complex and manager of Pasa Pickaway Dog.

“These failures resulted in the death of a wonderful 73-year-old wife, mother and grandmother.”
