User’s Guide: Why Some Trump Nominees Can Be Confirmed by Voice Vote—And Why Some Can’t

It’s not because they’re trying to plug the Senate plumbing. Democrats may require a roll call vote on the candidates they support to show they voted in a bipartisan manner to confirm some of the Candidates of President-elect Donald Trump.
Democrats are likely to reject Pete Hegseth’s nomination for Secretary of Defense. However, other candidates who are relatively easy to confirm, such as Sen. Marco Rubio, R-Fla., chosen for secretary of state, or Sean Duffy for secretary of transportation, could require a roll call vote.

As a result, Democrats can claim they voted for “X” number of candidates Mr. Trump – and claim that they acted in a bipartisan manner.
