The Government Office for Liability (GAO) announced a report on Tuesday with the details of the Federal Government, especially sensitive to fraud, waste and abuse, for hours before the hearing of the House Supervision Committee to discuss its findings.
The Government’s main guard publishes a report at the beginning of each congress to determine which federal programs are the most sensitive to waste, fraud, abuse and poor management.
Tuesday report, which includes recommendations to the executive agencies, as well as Congress, was first delivered in the time of Trump administration Government Efficiency Department.
The GAO list of high risk of 2025 highlights 38 areas in the Federal Government “which are seriously sensitive to waste, fraud, abuse and poor management or that need transformation.”

The report cites $ 84 billion savings as a result of a Gao recommendation in the last two years, but the guard adds that “progress has been achieved as a whole.”
Watchdog has added a new section dedicated to federal disasters this year after California fires and the hurricane backwards that have been hit by the southeast in the last few months.
General Gena added, General Gao, testified before the Committee for Supervision of Supervision and Government reform regarding the report.
Chairman James Comer, R-Ky. He charged the report as a “folder of the road” provided to Trump’s administration and Doge, led Elon Musk, to “take over the miserable federal bureaucracy.”
“Despite Gao’s recommendations for the protection of taxpayers and their comprehensive reports published every year, bloated federal programs continue to connect taxpayers and do not fulfill the basic goals. Last year, 27 natural disasters caused at least one billion dollars of economic damage and 568 deaths. Gao estimated that “a federal approach to recovery from a catastrophe is fragmented in more than 30 federal subjects”, which means “many subjects involved in multiple programs and authorities, different requirements and time frameworks, and limited data sharing among entities could make survivors difficulty and community to move with federal programs. ”
“FEMA and other federal subjects – including Congress – should be addressed by a fragmented federal approach to a disaster recovery,” the report said. “It also requires attention to improvement of processes to help survivors, investment in the resistance and strengthening of FEMA -manner of labor and the capacity of FEMA.”

Other Gao recommendations include a reduction in “billions in significant irregular payments and frauds”. The guard said the high-risk list includes programs that represented about 80% of the total reported irregular payment assessment, including “two of the fastest growing programs- Medicare and Medicaid – as well as the unemployment system and income tax earned. ”

Recommendations also require greater federal efforts “to better understand the status of technological development of private sector with implications on cyber security security – such as artificial intelligence – and to continue to improve the coordination of public and private sector.” Gao also emphasized that “the federal government consumes more than $ 100 billion annually, and the vast majority of this have been spent on business and maintaining existing systems, not new technology.”
